Since you're in the Public Safety side of things you'd be well served to ask to join this group:
UAS for Public Safety - Working Group Global
We have a TON of resources saved there as well as contacts to network and hopefully get exactly what you need.

Contact me at Colorado Springs Fire Dept. and I will get you our SOP's which are now under revision. I'm the only certified UAS pilot for the department so I easy to find.

Have an Operations Manual, (51 pages) for our PD. PM if interested.
