I'd also want to know what was in that tank. Tanks can contain flammable fumes that wouldn't get along well with electricity. Even decaying organic matter can create explosive fumes.
Regardless of the method used I wouldn't go near a tank without sniffing it with a meter 1st and that takes a gas free engineer.
