What is your point of view on this? Personally, as a tenured Part 107 Pilot and knowing the state of mind of a lot of Pilots out there I think it is good that they will start strict on this. Flying little Air and Mavic drones way BVLOS is not a great idea unless the Pilot has a stringent operation and SOP. The macho & dismissive attitudes of many of these cowboys will not end well. I do not think Pilots with legitimate businesses, robust sUAS and references will eventually be able to apply.

I totally agree with your view and statements. That is why, like Part 61 of the FAA regulations, there should be appendices covering all phases of operations, to include training and sign-offs for operators who do ground surveying, agricultural spraying, real estate work, etc.

Honestly, I have read very little and did some research on the likely restrictions for corporate vs smaller DSP application and it does read very restrictive, but it is really early on and your proposal is exactly what we as the smaller operations need to be participating in. I work for a very larger national contractor, but I also have my own Geomatics Services business that would benefit from Part 108.
