I haven't actually tried running a mission that low but I just checked DJI GSPro and it will allow you to put in 5 meters on a survey mission. A little higher than you are looking for but maybe a little better than the other options. This looks like a very cool project you are working on...

Interesting article. It seems like there are new drone use-cases coming out every day. Who knows what we will be using them for even a year from now.

What copter are most of your pilots using? It sounds like an Inspire would be needed at a minimum to have the interchangeable lens option.
